Coarsely chop the fish fillet.

In a large bowl, mix all the ingredients together to a paste.

Fill 1 tbsp of the paste into a piece of coconut leaf and cover with another. Staple both ends.

Repeat until paste is finished.

Grill the otak-otak in the oven or open-grill till cooked.
